Puns are hilarious. I think Harry is a fan of puns, and Batman comic writers certainly are. (I'm trying to keep this thread on topic!)
On the issue of Batman having a weaker sense of humour than Harry: Bruce Wayne tends more to have a hammy SOH as part of his identity as a playboy. Batman intimates little in the way of humour, but I always think of Harry's wry, and sometimes menacing humour when I think of the man himself. So this would be one major difference. It really depends which comics you read as to whether Batman himself is funny.
