The exact order keeps changing, but these are mine:
1) Lucas (always; series 9 was only Lucas's nightmare after he'd been concussed in the explosion of 8.8
);2) Tom
3) Danny
4) Malcolm
5) Colin
6) Ruth
7) Ros
8) Harry
9) Connie
10) Oleg (call me a pervert, but he had terrific chemistry with Lucas, much more than Sarah!)

As I've only watched series 7 to 9 my list of characters is somehow limited. The other problem is that I try to ignore series 9, because I just hate what the writers tried to do to Lucas. So in fact I have two lists, one for only series 7 and 8, the other one for 7 to 9.
For series 7 and 8 it is:

4. Adam
5. Ruth
6. Ros
7. Harry
8. Tariq
9. Connie
10. Oleg
And if I include the characters of series 9:
