He knew that she was freaked out with everyone in the office knowing about their date and he was giving her time to sort out her feelings, but he wasn't going to give up. Then Cotterdam and Mace happened immediately after Havensworth and he ran out of time. Why did she have that reaction to the office gossip? Because it's one thing to dream about something but quite another to have everyone know that's what you're dreaming about, I think. Maybe getting what you want is potentially the first step toward losing it? Ruth was so bottled up, at that point, that she couldn't see the difference between friends wanting the best for her (Malcolm) and idle office gossip. Too sad! In s8, things have definitely changed. She understands that life is short (she's seen so many people die) and what you thought was a secure life can be taken away in a moment.
