Exactly! Oleg and Lucas' relationship is very complex so it needs more researching

I don't think if Oleg said something like, 'CIA, be careful who you trust' it would've been too revealing. To that point, Nightingale was barely mentioned, we just saw Sarah kill Walker, so I think that line could've been taken as something we already knew (Sarah's evil, she's into something fishy, BE CAREFUL ) but Lucas needed to be aware of.
Whether Lucas would seriously consider the advice or not is another thing... You think if Oleg mentioned her name or just said CIA, Lucas would have asked her later 'to stay'?
After all, IMO , that's the breaking point, when Lucas' view of 'them' changes from play to something else
