I don't think they believed it was real until that moment, when they were talking about how it could get into Thames house.

Up until that point they thought it was an exercise and Harry was observing, because Tom was EMEX. I don't think it would be unusual for Harry to step back during an exercise to observe them, then when they did believe it was real, Harry played the VX card.
