Are you possibly thinking of "Whitechapel" or "The 39 Steps"? These are more recent projects Rupert Penry-Jones has been in as a detective/spy character. Or there was also "Burn Up" where he plays an oil executive but there is definite "cloak & dagger" parts to the movie.

BTW "Cambridge Spies" is excellent!!!
