Harry does seem to know everything that's going on, I'm beginning to suspect he has planted secret cameras all over the Grid to keep an eye on his officers... Anyway, my impression is that Harry became aware something was up with Ruth and became concerned that she was taking classified stuff home, and tasked Sam to find out whether anything was going on that was against regulations. So yeah, Sam probably didn't have a choice initially, but my problem with her actions is that she then actively encouraged Ruth to pursue something whilst she knew Harry was keeping a close eye on things and that Ruth might get in trouble. And she never warned Ruth, who ended up
