Someone is watching them and they're pretty cheap to make. There are very few sets to create which eats up a lot of budget. Minimal writing too, so only a few writers instead of a full writers room.

If it doesn't cost too much to make them they only require OK viewership to make lots of money and many people are addicted to them. They're almost as bad as soaps in that way.
