I think it was a diversion, so that they could take him through the back entrance where Anna would be waiting.

But she would have been at the meeting anyway. I didn't see the necessity in a diversion.

Wasn't Anna there in case the sniper attack failed? If the President had gone in the front, it could have succeeded. ???
