I'm back. On the subject of the development of Albany, I don't think it would be a Cold war era project. I think it would have had to have been developed sometime between 1990 and 2003 - during the Humane Genome Project but before all the genes were actually mapped. Because that would be why it couldn't work. Yet. Russia is just one of the many countries who have general access to the HGP research. In S9, Russia is one of the "bad guys." It is not mentioned that Albany was developed by the British Government. I suppose it could be something that was developed elsewhere and has been passed around a bit but if that were so, it would lose its deterring power a bit? Now cracks a noble heart.
