If memory serves, she wears it twice? In 9.4 and 9.8? Both moments of vulnerability for her. 3) Ruth has it on hand for when it is needed. Or there is a stash of extra clothes for whoever would need it. It kind of indicates that there is no time to go home and change; that they just have to wear what is available.
