I think Silktie may have it on something with the Joker quote, what about a nemesis for Harry? Someone like Holmes's Moriarty, an arch baddy who always just manages to elude capture and is just as ruthless, intelligent and "can use the English language quite as scathingly as Harry can." (Sorry Silktie, nicked another bit of your post). I would suggest that he/she is English, I mean no one would stir the great mans ire like a traitor, public school education of course, scathing sarcasim in classical greek or latin, how . Our nemesis could pop up in numerous episodes as the orchestrator of various dastardly schemes to bring Blighty to its knees and other heinous plots of the same ilk.
