I think it's a question of the devil you know --Lucas and Harry may have a difficult relationship but L wants H's approval and, above all, finally wants to prove his loyalty. If Sarah gets in the way of that, he'll sacrifice her. There are interesting parallels in the Lucas/Oleg and Lucas/Harry relationship -- trust, not truth, is what matters.
