The killing did not seemed planned. It appeared that they were letting him go back to his job, which would have worked better for Russian-MI 5 relations but then he said something callous about Adam's death. It looked to me as if Ros and Harry just went intuitive at that moment and did the deed. I always enjoy watching the bad guys cash in their chips.

I think Harry and Ros talked about killing Katchamov prior to meeting him (they did bring a gun after all) but decided to meet and see what he had to say. K's final comment about Adam was an unfortunate one -- for him anyway!
