An intriguing idea....
To add to it, (and, OK, crossing over in the HR territory for just a moment) the knowledge of his being a double (triple?) agent would be need-to-know only and Ruth would not have the need to know. She would think he had really turned and he would not be able to tell her the truth. As for whether to use China or Russia, I suppose they could always make up another country?
