why didn't Lucas just kill Vaughan instead of everyone else?

Got to say I have wondered this myself, but it probably wouldn't have been great plotwise if Lucas had just killed vaughn and that was it, and the series ending was more dramatic as it was. Wish Lucas had been in series ten though, I missed him.
