Yes, but he may not remain in that position for very long if he gets into trouble. I'm not sure if MB's character is fit to be section chief in the long run, he's ten years younger than RA/HN/RPJ but then in series one MM was in his late twenties.

Wasn't Lucas meant to be section chief before the Russians got to him so possibly he's been reinstated.
