Maybe Lucas was a sleeper agent for some underground network and this bag is part of his activation process!
Whatever it is, I'll be very surprised if it was completely kept from Harry and the team at Five. It all does rather smack of another character called Vaughan from Alias. I think that's close to the mark, JHyde. We know from various threads that:
